Hi:
Have a Genie Pro Stealth. Garadget wired to #1 and #2. Garage door opens when wires are shorted, but not via app. WiFi signal is ok. The laser is lined up to the reflective parch.
Any ideas?

When testing, do you short the wires at the Garadget’s blue terminal?
You can use a piece of conductor to momentarily connect the two exposed screws in it.
Yes. Used a bare wire near where wires come out of garadget

Set the relay to 0.5 sec with no change. Then tried one second. Same result.
The reflection is 97%. The wifi find is excellent.
Any other settings I can try? The app recognizes open and closed.
If you have a continuity tester (beeper feature available on multimeters), you can check if the contacts in blue terminal are momentarily shorted when you send the command from the app. The opener wires should be disconnected for this test. There is also a faint tick sound when relay engages.
Alternatively we can go ahead with replacement and see if that resolves the issue. Please PM me your order details to get started.
