No luck. I did as you suggested, as well as logging in and out of the app and rebooting the phone. Still no timeout alert without open alert.
Just did a test. Timeout alerts donāt work unless some other alert is enabled as well. I use online and offline alerts as my āsecond alertā because they seem useful but infrequent. But if I turn them off and leave only the timeout enabled, I donāt get notifications, only emails.
Fresh install of a Garadget under iOS 13, so no upgrade involved. I got the garadget installed and accounts set up after I got my new iPhone with iOS 13.

While we are looking into subscription situation with iOS app, having one of the infrequent status notifications enabled is a reasonable workaround.
